The legal basis for export controls consists of a number of EU regulations, which may be downloaded via the three links on this page. In addition, there is the control list, which is the list of products subject to export controls.
- Council regulation (EC) No. 428/2009 of 5 May 2009 setting up a Community regime for control of exports, transfer, brokering and transit of dual-use items (published in the Official Journal of the European Communities No L 134 of 29 May 2009).
- The control list (list of dual-use items and technology with regard to exports) is to be found in Council regulation (EC) No. 428/2009 of 5 May 2009.
- Council Joint Action No 2000/401/CFSP of 22 June 2000 concerning the control of technical assistance related to certain military end-uses.
The regulation contains four Annexes:
Annex I of approximately 180 pages is the total list of all products subject to export controls (control list).
Annex II concerns the application of the Community general export authorisation.
Annex III concerns the application of the Community global export authorisation.
Annex IV is a list of the most critical dual-use products, which are therefore subject to particularly strict rules
