On this page you will find information on the EU control list of dual-use products and technology which require an export authorisation from the Danish Enterprise and Construction Authority. You will also find information on how the control list is structured.
It is, however, important to underline that even if a product is not on the list, it may nevertheless be subject to export controls via the catch-all provisions. These provisions are meant to ensure that critical end-users do not apply normal civilian products to the development, production etc of WMD, and to prevent products that are not listed from being used in a military context in countries under an arms embargo.
Structure of the control list
The control list is attached as Annex I to Council regulation (EC) No 428/2009 of 5 May 2009 setting up a Community regime for the control of exports, transfer, brokering and transit of dual-use. The control list is a compilation of all the decisions on controlled products which the Member States have accepted in the international export control regimes.
The EU regulation contains four Annexes.
Annex I (control list) is the list of all products subject to export controls.
- Category 0 Nuclear materials, facilities and equipment
- Category 1 Materials, chemicals, micro-organisms and toxins
- Category 2 Materials processing
- Category 3 Electronics
- Category 4 Computers
- Category 5 Telecommunications and information security
- Category 6 Sensors and lasers
- Category 7 Navigation and avionics
- Category 8 Marine
- Category 9 Propulsion systems, space vehicles and related equipment
Annex II concerns the application of the Community general export authorisation.
Annex III addresses administrative authorities and concerns the issue of authorisations.
Annex IV is an excerpt of Annex I and contains a list of the most critical dual-use products, which are therefore subject to particularly strict rules.
