Export controls are an international commitment
Denmark is a member of four regimes, which practically all of them comprise the same group of approximately 35 countries as members. The member countries are committed to demonstrating responsibility in connection with exports of a number of agreed products intended for countries and areas where they may constitute a threat to international peace and security.
Denmark participates in the following international fora for cooperation on export controls:
- The Wassenaar Arrangement includes conventional weapons and dual-use products and technologies.
- The Australia Group (AG) includes chemical and biological products and production equipment that may be applied to the development and production of chemical and biological weapons.
- The Missile Technology Control Regime (MTCR) includes products and technologies that may be applied to the development and production of missiles that may deliver WMD.
- The Nuclear Suppliers Group (NSG) includes products and technologies that may be applied in connection with the development of nuclear power, but which may also be relevant for the development of nuclear weapons.
Exchange of information
The member countries meet on a regular basis in order to exchange information of common interest, among other things information about areas and end-users that are particularly critical. The information is important when the member countries export control authorities are to decide whether specific applications are to be denied or accommodated. Furthermore, the member countries exchange information on denials of applications, partly to warn the other participants against granting an authorisation where others have issued a denial, partly to counter distortion of competition.
The control list is often revised
Each regime has set up and updates currently its own control list. It often has to be revised because the manufacture of some products is discontinued, and new products are entered on the list due to technological and political developments. The member countries technical experts decide which dual-use products are so critical that they should be subject to export controls.
The technical revisions made by the four export control regimes are subsequently incorporated in the overall control list of the EU regulation on dual-use products.
