Individual authorisation

If the exporter has a need that cannot be covered by a Community general export authorisation or a global national export authorisation, an individual export authorisation may be issued. The individual export authorisation may be applied to any product included in the control list of Annex I (including Annex IV) to the regulation, irrespective of the nature of the product, and to all countries.

The individual export authorisation must always be applied to exports of products that are subject to the catch-all provisions. It must also always be applied to military customers/ military use for products that are listed in Annex IV to the EU regulation as well as to exports of products listed in Annex I for military customers/ military uses outside the EU.

The individual export authorisation may, furthermore, be applied in connection with a non-recurring export order intended for a certain end-user, and where the exporter does not expect future exports.

Please note that an individual application must include an end-user certificate. The end-user certificate, which documents what the actual user of the products will apply them to, must be completed on the basis of a fixed paradigm for the content and on the end-users own business paper. The end-user certificate must be dated and is valid for six months after having been issued.
